The Turks feel like they have been snookered by the US a lot, as we have seen in Afghanistan and in Iraq itself. Good intentions fall by the wayside as soon as the attention is turned elsewhere.

I deeply regret that we have a habit of doing that, and wonder what it would take for us to change.


Yes, part of the Policy of Excellence needs to be managing these relationships and operations. We must make Turkey (and Jordan) into the shiny crown jewels of the Middle East. We aren't advocating a 'domino theory' but a 'virus theory' and we need to start the epidemic somewhere. It won't be Iraq (although it might win most improved status).

How about a new Department of Democratic Epidemeology? Seriously, the followup does need to be institutionalized so that it doesn't require cabinet level awareness to get stuff done.
