Well, are you sure you are aware of how the 2-party system in USA works to make sure there are
not more than 2 parties in congress?? (and senate)
Starts with access to ballots, kind of zero-quotas for others, continues with electing only one quota-candidate
from every district. UK, with a similar system but not the strict access to ballots,plus some other minor
differnences, at least have three major parties in there congress.
The rest of the world uses or is busy working on some variations on proportional representation to specifically
avoid a US style system.
That is, not one "new nation" has adopted to US (nor Canada-UK) style election-party-parliement system,
not the former east block not russia, not africa, not latin america (working hard), nor any asian, not even
