That was a military-conservative-hard-liner coup attempt, where did you lose your history knowledge. The Russian poltical party evolution goes fairly well, three stable left-center-right parties are evolving, as was the goal of the combination of single-member-district and proportional representation. Most smaller nations have already reached that, in only some few elections, but it is easier in smaller nations. Btw, while public debate was allowed in UK, many english politicans called the russian system exactly the word you used, "superior" as well as what UK should consider. However, as Wales and Scotland already have their own multi-party parliemients the situation has changed.
