When you quit smoking you cost the tobacco companies thousands of dollars but your money went somewhere else. Technically it might have had zero effect on the GDP.

If you are going to greatly reduce the amount of CO2 you have to reduce the amount of production and transportation, at least from what it would have been without the reduction. If you face in the CO2 reduction very slowly the cost may be less then that of normal economic growth so it might not cause the economy of the world to shrink from one year to the next in nay particular year but it will cause it to grow slower.

Some would say its worth the cost, and if the most pessimistic global warming predictions are true then it would be, but that doesn't mean it isn't a cost.
