There's plenty of evidence that Bush (41)'s administration knew that Saddam Huessein intened to invade Kuwait. Iraq threated to invade Kuwait in the early 1960s and was thrawted by the British, who send troops to defend their protectorate Kuwait. So, it was already known by military planners that Iraq had it's eyes on Kuwait. Iraq has always thought of Kuwait as a renegade province, even after they formally recognized it after the early 1960s crisis. Saddam was amassing troops at the boarder of Kuwait for two weeks before the invasion. Like we didn't see that with our satelites?!? Saddam was bitterly complaining about Kuwait stealing his oil and was threating to do something about it. Our ambassador told Saddam Huessein that we don't take sides in arab-arab disputes. American officials conceded after the Gulf War that they thought Saddam would only take over the oil fields along the border and leave the rest of Kuwait alone. That certainly sounds like an admital that they knew he was up to something.
