CommWorks and CDMA 2000 PDSN

Does anyone know why neither CommWorks nor 3Com have a license from QTL? Their carrier products must have come out of their strategic venture with Qualcomm which started back in 1998. Did that give 3Com (and CommWorks) the right to manufacture wireless data infrastructure without a licence? And most importantly, are those rights transferable to UTStarcom?

I've always wondered about the Qualcomm/3Com relationship. To my recollection, 3Com has never appeared as a licensee.
