Saddam Must Be Disarmed, With Or Without UN OK - Powell

WASHINGTON (AP)--U.S. Secretary of State Colin Powell will argue Wednesday that Iraqi President Saddam Hussein is deceiving the world and must be disarmed soon, with or without U.N. approval.

In a speech scheduled for 2 p.m. EST in Washington, Powell also is expected to outline U.S. plans for Iraq after Saddam is removed, officials said.

The administration has said that it is time for the 15 nations on the U.N. Security Council to "stand up and be counted" on using force to disarm Saddam.

Powell will go the United Nations on Friday to try to cajole dubious nations on the Security Council to back using force to disarm Iraq.

Powell will join with other foreign ministers and ambassadors in hearing the latest report from chief U.N. weapons inspector Hans Blix and to lobby for the resolution submitted by the U.S., Britain and Spain.
