Actually, there never was an offer from either the Israelis or the Palestinians during Camp David 2000. There was much discussion, though, and they were miles apart. They continued the talks in secret at Taba, and actually got very close to a deal. Just when they were close to signing, Israel broke off the talks.
Bear in mind that the basic framework is this: the Israeli & Palestinian populations are roughly equal. The Palestinians were there first. That said, UN Resolution 242, splitting the country 75% to Israel and 25% to Palestine, has been accepted by the Palestinians (since 1976). It has always been rejected by Israel. In the late 1980s, the Palestinians recognized the State of Israel, whereas Israel has never recognized any Palestinian state.
So, these peace talks start with Israel getting 75% of the land, and then negotiating with the Palestinians as to how much of the remaining 25% Israel will also take.
