Where do you account for the ones who are able and willing but have given up in despair and no loner show on the unemployment rolls? The real rate could easily be over 10% I think.

The BLS keeps track of these under the category called "Discouragement over job prospects."

At the end of 2001 the number of discouraged was listed as 319,000.
