My understanding of that quote is that Powell is trying to strong arm other nations into avoiding their veto. He is doing it by trying to insinuate that leadership means to follow the US and do what the US leaders wish irregardless of their personal feelings. Did Powell ever take into consideration that they may not agree with him and the Bush clan?

Kinda arrogant of him to assume he and Bush are correct. There are other avenues of thought that think differently.

And what's this saying, " Either the international community's will has meaning or does not have meaning."? Does he mean that if the whole world doesn't follow the US then the whole world's opinion is pointless?

What kind of arrogance is behind that ego indulgence?

France and NATO?????? It has nothing to do with the post.

When did France say, " YOu are with us or against us and if you are against us then your opinion means nothing?" DId they then attack another sovereign country and murder thousands of people? I see no parallel to anything.
