Nextwave network musings

If Nextwave is intending on building out a data-only network from scratch, would it not behoove them to consider all technology options (richochet <ggg>, flash-OFDM, iBurst) in addition to EVDO? For carriers that already have a 1X network, adding DO makes use of existing infrastructure. In nextwave's case, a build out of a data-only network from scratch puts all technologies on an apparent level-playing field. After all, it should not impossible to incorporate these technologies into a multimode (e.g, GSM/GPRS/iBurst or CDMA1X/flash-OFDM) handset, the lack of a single chip MSM6xxx-like solution notwithstanding. Should Nextwave's apparent decision to go with DO be construed as a tacit indictment of the prospects of alternative technologies, who have all claimed higher performance at significantly lower build out costs? Or are Nextwave's CDMA bloodlines too deep to consider it an impartial judge of the merits of competing technologies?
