Powell is the point-man for a policy that he argued against in private. He's a Team Player, but at some point, the dissonance may get too great.

Ah, Jacob, you've got to keep your eye on the ball. The facts don't support your interpretation.

Recall that initially Powell was the odd man out in W's inner circle, which wanted to go after Saddam without a backwards glance at the UN. He finally got W onboard his line of thinking, and was instrumental in forging 1441. He became incensed at the French and the Germans after it became obvious that they did not "interpret" 1441's clear language as it was meant to be interpreted.

In other words, they stabbed him in the back. He's probably quite upset at this bit of perfidy and is onboard with W's original plan. Powell probably told W that he'd support him wholeheartedly in exchange for going through the UN in the first place. If this is true, Powell is simply keeping his promise. And giving the French and the Germans the payback they so richly deserve.
