Israel seeks international support for a treaty against suicide bombers

The Foreign Ministry has completed a rough draft of an international convention against suicide bombers and will soon begin distributing it to foreign governments in an effort to obtain enough signatures to make it a recognized international treaty.

The ministry's legal department will present the draft to new Foreign Minister Silvan Shalom in the next few days. The project was supported by Shalom's predecessor, Benjamin Netanyahu.

The proposed convention, which calls for an international ban on incitement to or support for suicide bombings, contains three main articles:

* Inciting to suicide attacks will be defined as an international crime, as will assisting such attacks in any way, such as by preparing explosive belts.

* States and organizations will be forbidden to offer financial support to the families of suicide bombers.

* A new international organization will be established, in coordination with the United Nations, to help states combat the phenomenon of suicide bombings.
