Even a quick successful Iraq War will not save Bush. Only an economic miracle or another 9-11 soon before the election can. But Bush may be planning to take out Iran too after Iraq. If both wars go well and people are dancing in the street perhaps then, but still only if the economy is recovering sharply. Yes- I think you are quite right here. Bush cannot win in 04 given the sad economic state his policies have caused. Everywhere I go, managers are blaming Bush for bad business and a stagnant economy. I can't believe what a loser Bush has become, after witnessing firsthand the situation with Bush sr.! Just not smart enough to learn from the experience, I guess.
