Succintly, authorized shares are the number of common shares AUTHORIZED by the stockholders to be issued.

Issued shares are the number of common authorized shares actually issued by the company. DELL has one billion authorized. There were 300 million issued before the last 2:1 split. Now there are 600 million issued of the one billion authorized.

DELL may not split its stock again beyond a 1.67:1 ratio without the AUTHORIZATION of more shares by a vote of the stockholders of record.
Your analogy to the painting is entirely wrong; so, I hope this helped. By the way, do you actually own any of the stock?
