Iraq is being handled as a maximum "show of force" to make terrorists think twice and also to convince those even in South America, or anywhere, that they will be hunted down even while hiding under the protection of sovereign regime. And to force Saddam . if possible, to give up the WMD's and avoid a war. Why should an attack on the Iraq make terrorists think twice? They are relaxing in Saudi Arabia, or Pakistan, or Yemen, or Indonesia, or Malaysia, or western Europe, where they know full well that we will never invade. The attack on Iraq has to stand on the merits of the WMD issue: it is useless to pretend that there will be any significant effect on terrorism.
