were you referring to Ovshinsky's off-promised $1/watt PV costs at 100 MW plant scale?

I think Hawaii's high utility costs and abundant solar/wind/geothermal make these attractive alternatives, as advocated by State Rep. Morita, but I understand HELCO lobbies to restrict this. No rebates from Helco or the state I believe even though almost a 100% of the energy is imported. Net-metering is in place but capped at only 0.5% of the grid customers and the state PV tax credit is 35%, but capped at $1750 maximum for homeowners. Also, I wonder if there are enough installers in place to make system prices competitive.
