Bush/News Conference -3: Won't Announce Military Strike

Fleischer said the subject matter of the rest of the news conference will be
determined by the questions the White House press corps asks.

"This is an opportunity for you to ask questions," Fleischer said.

Although White House officials have said in recent weeks that the president
will address the nation once he makes a decision on whether to launch a
military strike on Iraq, Fleischer said the news conference isn't meant to
fulfill this role.

Fleischer said that the U.N. Security Council is still waiting to hear from
chief U.N. weapons inspector Hans Blix on Friday and then will take up the
issue of a second resolution against Iraq next week.

Asked why the president has decided to hold a news confernce, Fleischer said
that it is part of the president's ongoing efforts to communicate with the
people in the U.S..

However, the news conference comes at a time of mounting international
tensions. On Wednesday, France, Russia, and Germany said they wouldn't allow
any new U.N. resolution that authorizes a military strike on Iraq and Secretary
of State Colin Powell said those countries need to ask themselves whether Iraq
is cooperating with the weapons inspectors.

At the same time, the White House has stuck closely to its position that, if
the U.N. fails to act on Iraq, the U.S. will disarm Iraq using force.
