I think Congress, due to pressure from the people, should rescind funding for the executive branch of government, in effect, making Bush powerless to govern. Unable to govern Bush would need congressional approval to fund any act. Lame Duck him until the next elections when he can be replaced.

Yes, I thought the answer was obvious when I first posed my suggestion. Do note that the manner in which I wrote what I wrote was to emphasize my wish that Bush be powerless. That without a buget by which to operate from he would effectively be held powerless, and that he'd remain a figurehead until he's voted out of office.

Indeed, the Constitution gives the power of the budget to the US House of Representatives. Were that buget withheld from the president, he would, in effect, have to shut the government down. Congress could hold him hostage to its wants by releasing only monies allocated to specific intentions, such as transportation, or health, etc. Congress could deprive Bush of his war budget.

A very unlikely scenario and I'm well aware of the unliklihood of such a proposal. My expression was more to register dissatisfaction with Bush's policies, than anything else.

In closing, I think you missed the satire of my remarks and took them too serious--lol!

It doesn't surprise me that PartyTime would want to destroy America's constitutional structure. There are many that would love to weaken America. Especially after America has shown the world that it has a very strong leader, who is NOT afraid to make the tough decisions.

George Bush's handling of America's crisis, after the Sept 11th attack, brought tears to my eyes. America owes President Bush a lot for his leadership and decisiveness after that awful attack, and President Bush has kept America safe so far.

So....... screw the peaceniks, or the anarchists, or appeasers, or traitors, in the peace protest. Christian soldiers..... Onward towards Iraq!

Here's the background. I whimisically suggested that Congress withhold the budget for the executive branch of government as a means of containing Bush from his madness. And, yes, this war is madness.

I don't expect any such thing to happen.

Your colleague took me literally. However, even in his interpretation what I suggested could actually happen under our Constitution.

Who makes the budget? The US House of Representatives. It's then passed and then on to the president, even if it has no provision for funding of the executive branch of government. If he fails to sign it, or it is vetoed--well, we know what happens, do we not? As it goes, if he fails to sign it, it becomes law and the excutive branch is thus deprived of its budget. If he vetoes it, this veto could be overridden and the president, in effect, would be checked powerless due to being broke (hey, how 'bout that one--lol!).

I didn't suggest anything that's not actually allowed within our existing framework of our Constitution.

So plesae, oh, plesae, be mellow here. PartyTime does not advocate the overthrow of the US Constitution. Got it? I sure hope so!
