Peut-on déjà parler de crise dans les relations entre Paris et Washington ?
Can one say some more about the crisis in relations between Paris and Washington?
Pascal Boniface: La crise est profonde et, je crois, durable. Elle est beaucoup plus grave qu'en 1966, lorsque le général de Gaulle a demandé aux troupes américaines de l'Otan de partir. On était alors en pleine guerre froide et la France était une pièce essentielle du dispositif atlantique.
The crisis is profound, and, I believe, lasting. It is much more serious than in 1966, when General DeGaulle demanded that American NATO troops leave. One was then in the fullness of the Cold War, and France was essential to the Atlantic system.
Pourtant, il n'y a pas eu cette poussée de francophobie que l'on observe aujourd'hui dans la presse américaine mais aussi au Congrès. Depuis les attentats du 11 septembre, les Etats-Unis ont un sentiment de vulnérabilité mêlé à celui d'hyperpuissance : pour eux, désormais, toute opinion qui n'est pas dans la ligne devient dissidente, et «ceux qui ne sont pas avec nous sont contre nous».
Yet, there was not such an eruption of Francophobia such as one observes today in the American press but also in Congress. Since the attacks of September 11th, the United States has a sense of vulnerability mixed in with its superpower status: for them, after this, all opinion that is not in line becomes dissident, and "those not with us are against us".
Mais pourquoi en vouloir tant à la France alors que ses dirigeants ne font que représenter une opinion répandue dans le monde ? D'abord parce que c'est autour de la résistance française que les Allemands ont consolidé leur opposition. Ensuite parce que la position française fait tomber les masques : les Américains ne peuvent plus dire qu'ils agissent au nom de la morale.
But why care so much about France when its leaders are only representing an opinion widespread in the world? On one side, because it is around French resistance that the Germans have consolidated their opposition. After that, because the French position causes the masks to fall off: the Americans can no longer say that is acts in the name of morality.
Dominique Moïsi: Je voudrais souligner la spécificité de cette crise, la première grande crise transatlantique de l'après-guerre froide. L'URSS a disparu et il n'y a plus ce ciment qui existait en arrière-fond des crises transatlantiques. L'Amérique a changé avec le 11 septembre.
I would like to underline the specifics of the crisis, the first great transatlantic crisis after the Cold War. The USSR disappeared, and there is no longer the cement that existed in the background of transatlantic crises. America changed with September 11th.
Et cette Amérique, désormais très émotionnelle, s'exprime à travers une administration qui incarne presque tout ce que l'Europe rejette. Cette crise étant d'une autre nature, on ne peut pas la traiter comme les précédentes. Elle traduit les transformations intervenues dans le monde depuis la fin de la guerre froide et depuis le 11 septembre.
And this America, from then on very emotional, expresses itself through an administration that embodies nearly all that Europe rejects. This crisis being of another nature, one can't treat it according to precedent. It carries on the transformation intervening in the world since the end of the Cold War and since September 11th.
Est-ce une crise entre les Etats-Unis et la France ou entre les Etats-Unis et l'Europe ?
Is it a crisis between the United States and France or the United States and Europe?
P.B: Il y a une spécificité française dans la mesure où la France incarne, par le verbe et diplomatiquement, l'opposition aux Etats-Unis. Mais davantage qu'une crise transatlantique, on assiste à une crise entre l'Amérique et le reste du monde.
It is specifically French in so far as France embodies by its words and diplomacy, the opposition to the United States. But more than a crisis transatlantic, we are involved in a crisis between America and the rest of the world......
