Okay, maybe you're right. It is wrong. Let's change it.

Just kidding. I thought Dave was talking about allowing people to take vacation, not shutting down the offices, which is a little more questionable to me.

But I even think that's OK, because if on a few days during the year the government tried to function without half of its employees, it'd probably be a waste of a day.
