Vitas, no wonder you support Bush and this lousy, no-good, rotten war on people. You don't remember well, do you? Or is it your intention to be more a distractor instead of a contributor?

I went through this before with you on the intended meaning, and operative application of UN Resolution 1441. You see, you don't accept answers you don't like. I assure you, this is no reason to keep asking the same question. You better learn this if you wish a fair and balanced dialogue from folks, especially me.

Expansion of the inspection process, containment and a gradual easing of the sanctions in order to make Iraq more of a world participant than a villain. Also seek Iraq's assistance in tracking down Al Qaeda.

Material breach is determined by the UN Security Council based upon this body's interpretation of the inspection reports, a process which is ongoing. Neither Bush nor you can finalize that process. Only the UN Security Council can do that.

There are email links to members of the United Nations Security Council. You're welcome to use this link in order to express your views. I remind you that this thread is an urge not to begin the war. I agree with Vitas. This does fit in with this thread's topic - if Saddam disarmed, he would have kept the war from starting.
