Wrong. It's no 'rumor'... the proposals just haven't been submitted to Congress for enactment in new legislation yet. The planning for this new legislation (despite Ashcroft's claims to the contrary that they were considering 'no new legislation') have been ongoing for months now... as a simple reading of the documents leaked from the WH will prove. Congress has already announced it will hold hearings on the matter... and significant Republican opposition is expected.
