I'm not sure how Bush could make it more obvious.

He is saying, diplomatically, in the loudest possible way, "SOUTH KOREA? CHINA? YOU GUYS LISTEN UP! North Korea is as much YOUR problem as it is OURS."

In my view, this is precisely the right move.

Moving troops out of Old Europe and into New Europe is the next sensible move.
