Base closings and military budget scale-backs started during Bush Sr's term and were necessary. The Cold War build-up and many of those old weapons and defense systems were no longer realistically useful. Please try to be accurate. These matters were agreed on a bi-partisan basis. and no one even cared until the post 9-11 Bush hawkishness began. Remember, military spending comes out of domestic programs or gets put on the national credit card. There comes a time to scale it back unless we're out to conquer the world.
