Well, those 18 policy issues during the first 100 days, mostly international policies. Hands-off on middle east effectively ending the North Korea 1994-deal (already as elect president) plus all the other unilateral things. Many basically just to be "not-Clinton", say those who try to be friendly.. (and not going into the Wolfowotz Doctrine from 1991??92?)
