No. its not the way you described it at all.

I believe :

- a bunch of organized criminals (terrorists) hit the US.
- The US found out the organization had its bases in Afghanistan
- The US asked the Afghan government to turn over the "organized crime outfit". They refused.
- The US said, "if you dont do it, we will assume you support them... think again"
- The Afghan govt of those times, said GFY.
- The US launched military action, to get the crooks, and their supporters.

Many months later, a Loya Jurga (NOT the US) determined what kind of govt they wanted, and who would lead it. AFTER the decision of the Loya Jurga, the US and other allies continue supporting the choice made by the Loya Jurga.
