Well, this may work if the attacker uses missiles. What about a situation when the “delivery system” is a suitcase carried by an elderly couple? Or some other such “unexpected” method, of which there may be a multitude?

It appears that the only way to prevent an out of control proliferation of unconventional weapons is at the point where they potentially may be produced. This can only happen under conditions of “transparency”. If the North Koreans are allowed to assert their right to produce any weapons they want, that basically breaks down whatever imperfect barriers to proliferation do exist. Such barriers must not be broken, but to the contrary, made effective.
