I don't disagree with you here. On another board, right after 9-11, I stated that the US was probably heading for some form of Pax America because of what you have stated above.
An ABM system is just one aspect of a layered defensive system. You may recall a news article a few weeks back where a guy using the NY City subway was swarmed by transit police officers. Turns out he had had an injection of radioactive material to test for some illness. There are devices being placed all over to check for all sorts of things.
There are command and control as well as production problems associated with such things as suitcase nukes. To get serious yield, you probably need something the size of a steamer trunk. Then there is the possibility of the device slipping the dictator's control. What if the US catches it and detonates it in N Korea?? The bomb's finger prints point to N Korea as the maker, so the world would probably assume that the bumbling N Koreans simply made a mistake playing with their nukes.

You will note that the N Koreans are threatening us by rattling missiles, not by suitcase nukes. And until I hear that they have set one off, I won't believe they know how to make one, let alone one small enough for a suitcase.
