France, Germany and Russia, in their joint memorandum, have outlined an alternative approach that calls for more robust inspections with a longer time horizon. The memorandum is not entirely incompatible with the draft resolution. It recognizes that Iraq's cooperation with the inspectors could have been more forthcoming, and that inspections cannot continue indefinitely. It just calls for more time and evidence to determine whether Saddam Hussein is grudgingly disarming or purposefully evading.
