I thought that too, but changed my mind after reading up on the China's long-standing relationship with NK. China wants US troops off the Korean peninsula so they tell Kim-Il to go nuts for a while knowing the US will be forced to beg China for help. That's when we offer to remove troops from SK in exchange for NKs disarmament. Rumors of a secret deal during Powell's last visit to China have been leaked indicating something to this effect.
