It appears to me, based on what I've seen from the UN Security Council members that they believe the inspections are working and wish to continue them. A possible "serious consequence," could include containment in place of war, and indeed containment might be a "necessary means."

I don't know why you wish to see war when there need not be one.

Regarding the troops at Iraq's border? Bush put in too many and continued an unnecessary buildup. What was needed was a show of force to get the inspections going. Bush should have declared victory and moved on to the North Korean issue.
