Consider a response to an action like the 9-11 event, and assume that Afghanistan was identified as the country of origin which originated the idea and was also going to conduct another operation by releasing biological agents the next day in Chicago… Are we going to sacrifice Chicago merely to avoid severe condemnation by UN members or Muslim Nations?

Unfortunately, this hypothesis simply doesn’t conform to the actual manner in which terrorist organizations operate. If we had got wind of 9/11 before it happened, we could not have prevented it by invading Afghanistan. These organizations are simply not that centralized. The more I study them, the more I get the feeling that the octopus model – a central planning body with tentacles in various regions – is simply not realistic. I'm starting to think it's more the other way around: numerous largely autonomous nerve centers connected by a tenuous network of links.
