CB, that's an easy one. To get the USA to deal with the situation now. They want the USA to get all revved up and do something about the problem, much like Bill Clinton did something about it in 1994. But now they probably hope to get a new and improved version - including, of course, some of that excellent cdma2000 cyberphone stuff which South Korea is producing in vast quantities.

I don't think they are yo-yos, whatever that is, though I dislike the authoritarian suppression of individuals, which is not limited to North Korea but may be found even in lands of the free and brave such as NZ and USA. I suspect they have quite a lot of very smart people hanging around. Misunderestimating and misunderstanding opposition isn't a good idea.

I remain sure that China is putting North Korea up to some of this stuff - just as Zbigniew Brzezinski thought it a hot stuff idea to create insurrection in Afghanistan, provoking a USSR invasion. globalresearch.ca I don't think that was such a bright idea though he puffs himself up to the extent that he thinks he ended the cold war and the USSR. Silly guy! There seems to me to be more than a passing correlation with Zbigniew's support for Islamic Jihad and a couple of missing buildings in New York. One could say the chickens have come home to roost.

It's much safer to use proxy wars where there's some local enthusiasm which can be exploited than to face stuff directly - Taiwan for example and the USA support for Taiwan.
