I agree that offshoring software development is fair international trade (caveat, I think there are security and other concerns). But bringing L-1's and H1-b's is wage busting plain and simple. The cost structure of natives is just higher than freshly imported labor.

I do think there have been excesses in consulting. For example a big 6 firm bringing in 20 consultants on a project and billing 150+ an hour is just predatory, particularly when the success of the project may be suspect and many of the "consultants" may be junior. Also, lots of "consulting" gigs are just staff augmentation and do not justify the higher billing rates IMO.
