If TICK was a stock, I would call this a megaphone and look for the cycle when the top is not reached before it turns down again, then expecting it to drop out and below the formation. Here's what I mean:

Note also the Stoch. divergence.
However, I am somewhat skeptical of interpreting the TICK (and to some degree the TRIN as well) as I would an equity. The difference is that it oscillates about zero and so can only go so far in any direction. At the same time we are looking often at chart formations that take up a lot of vertical space, so there is some limit to where it can go.

So if it was a stock, I'd say it just failed..
