Buffett said there was nothing to buy all through the 90s.

He really isn't too visionary when it comes to emerging growth, he looks for really cheap value. Not that there is anything wrong with that strategy but it is what it is. Buffett never bought Oracle when it was in the single digits in the early 90s either, I doubt he will be interested in any tech stock no matter how cheap it gets.
