What you say is very true. But that is NOT what is under discussion. We are talking about what is called a "UN Court".

Because the "UN Court" as represented by the UNSC, is EXACTLY what I was referring to... The UNSC is the closest thing to a "world court" that exists, issuing binding resolutions which are supposed to equate to international law...
France and Russia (and China to a lesser extent) have large economic interests in Iraq. And to protect their interests they are willing to pardon a madman.. To pass "laws" they will never enforce, and will, in fact, work to subvert, all in the interest of "appearing to do the right thing"...
Both nations have been striving to lift the sanctions against Iraq for the past 10 years. Because only when those sanctions are lifted can they commence their promised ventures into Iraq's unexplored oil fields... But the US keeps them honest by forcing the reality of Saddam's regime, and his non-compliance, in the international arena..
But they frankly could care less that Saddam has nuclear or biological weapons.. That's the problem of the US, right, and a prime means for undercutting the US influence in the middle east...
Thus, they can justify treating Saddam like a protected, but unruly, child... All because he's going to pay them BILLIONS to develop his oil fields.
And they will be so blatantly self-interested that they will continut to vote for UN binding resolutions they never will permit to be enforced..
