I'm still waiting for you, or someone else, to tell me why Taiwan is not recognized as a "legitimate" government, despite being a democracy and having a vibrant economic and social culture??

You are confused. Taiwan is not formally recognized as a sovereign country by the rest of the world. It is recognized as part of China. Hence, your question of why their "government" is not recognized as "legitimate" is, well, ridiculous.

Here:

Taiwan (Republic of China)
(Taiwan is not officially recognized as a country by the United Nations, United States, or most of the international community.)

geography.about.com

Shouldn't "international law" pertain to them as well??

No. International Law is, by definition, between countries.

Who decides which governments are legitimate and which are not??

Other governments.
