The US is a member of the UN, so by definition it is a matter for the UN and US, and every other member nation.
What I am trying to say, is that our defense is our primary concern; it isn't the UN primary's concern. So naturally, the UN would have a different perspective.
The US is a member of the UN. If the UN is inept at any given issue, then the US has failed as well, as has every nation that belongs to it. Since the US is such a dominant member, then it shoulders most of the blame. It is no reason to fail again. Also, remember 1991
Isn't that just like the lawyers, joint and several garbage. If GW sells a motor to a lathe manufacturer, then, if that lathe injures someone, then Ge is responsible. The US is dominant only in paying through the nose, and as someone who is always blamed for everything. France has a permanent security council seat, and has a lot of colonies in Africa, and thus a lot of influence in Africa. Which gives France more voting power than the US.

Why would it be illegal. What is illegal is the way Saddam treats his civilians, and builds his WMD. It is not illegal, to stop illegal acts.
