A goodly proportion of distraction, IMO . I believe the advisers, GB 1'st , Collin Powell, and others have been there and done that, and are capable of playing games with the enemy as is done in Politics on a daily basis.
Believe it or not Bush does not want War, as he has said. But he wants Saddam gone as most others do
Hence the the pressure So many news items showing our determination and Military might
So many new weapons, so many Carriers, so many troops, so many stars on the Generals So many details on how Saddam is going to be powdered and destroyed in days.
All on TV nearly every day for Saddam and his people to see. Is it a game? Of course it is, until the action starts.
The US pays for all that pressure, to get Saddam to quit - and get no cooperation from the UN ?
They take the pressure off Saddam, give him more rope, more time.?
I do not expect to hear on the news just what goes on behind the scenes politically in those UN meetings,
but am getting rather PO'ed about the fact the US is paying for nearly all the action and delays because the public has to pay for it out of their paychecks.
