If I made it sound like a new cost, that's not what I meant to do. I'd have no problems moving the troops from Germany; we don't need them there. That's, in fact, a great idea- one I hadn't thought of.

Of course, I'd like to hear that before the war starts, along with what we'd plan to do with them.
