Relying on Hans Blix and his weapons inspectors to prove Iraqi non-compliance with the resolution - passed unanimously last fall and warning Saddam of "serious consequences" - is useless.

Obviously, Blix is not interested in uncovering the facts.

Consider: The chief weapons inspector deliberately downplayed discovery of a drone aircraft whose wingspan suggests an illegal range that could threaten Iraq's neighbors with chemical and biological weapons.

And a published report yesterday disclosed that Blix's inspectors also discovered in recent weeks that Iraq has retooled rockets and configured them to drop cluster bombs filled with chemical and biological agents over large areas.

None of that was contained, as required, in Iraq's "final report" to the Security Council last December.

Nor was it contained in Blix's oral presentation to the Council last Friday.

Both constitute smoking guns - proof that Iraq is in material breach of 1441.

Blix says he wants more time to investigate. But as one U.S. official put it, given its 12-year record on weapons of mass destruction, Iraq doesn't get the benefit of the doubt.

Yet giving Iraq the benefit of the doubt is exactly what Hans Blix does. In fact, it's why he was chosen for the job in the first place - at the insistance of Russia and France, which demanded his appointment over a more assertive candidate
