If, UN approval is a requirement for war along with inspections, why dont potential vetoers offer to place their fair share of troops in the desert as inspections drag on over the spring and summer months? I have heard nothing of such an offer.

Nope.. I certainly don't see France and Germany sending troops to Iraq's border to back up their plans towards giving Iraq their next to the last, and final (maybe) chance... I'd feel a lot better if they were willing to send their army there as a ramification of choosing to veto the US from enforcing these UN resolutions.

But that's all aside.. As I was discussing with Zonder on another thread, had it not been for Russia boycotting the UNSC vote related to opposing N. Korea's invasion of the South in 1950, there would never have been a UN led military force opposing it..

That was the last time the UN ever directly opposed a totalitarian regime. By permitting the USSR, and then Bejing (1971) to block such votes, the UN has been castrated as a force for opposing tyranny, and spreading democratic values..
