attempts to get UN approval for the bombing Serbia were stopped by the Russia veto.

I think the state department should have had the foresight to see the same thing coming (from France), and should have bypassed the UN.

It is the job of the diplomats to get the answer back privately before the question is asked publicly.

However, the NATO alliance approved the bombing of Serbia

That might have been the beginning of the end of NATO. For all practical purposes, NATO is now kaput, it is a debating society.
