No, but he is saying that South Korea is the home of 43% of the world's DRAM market, and that is dependent on the "lack of radioactivity on the Korean peninsula."

Of course, I think it's unlikely that a second Korean War will break out, but the fear could spook some customers away from Korean suppliers and possibly into the hands of Micron.
