You may be right. Powell was definitely stunned by this. I doubt Russia will use the veto. They may vote no or abstain, but I don't see the veto. I would be very disappointed if Russia vetoed. About France vetoing alone, that would be an interesting question, but it may be academic, since the US/UK is still short of 9 votes needed to pass. Without 9 votes, France can just vote no.
