They may vote no or abstain, but I don't see the veto. I would be very disappointed if Russia vetoed. About France vetoing alone, that would be an interesting question, but it may be academic, since the US/UK is still short of 9 votes needed to pass. Without 9 votes, France can just vote no.

i believe there is no "veto" vote. the three possible actions are yes, no, abstain. a no from one of the 5 permanent members become a veto and there is no way to override it. 9 yes votes are needed without a no from a permanent member.
