The most recent Dec '02 # is -1.127bn. We are using the same source, but you are taking the annual average. It could be that Dec is an aberration, but our deficit with France has been growing steadily over the past 10 yrs.

In Jan '93, we ran a 278mm surplus with them. Have not come close since.
