Being threatened by Libya as the final arbiter of human rights, Libya, sponsor of Lockerbie! And being threatened by Iraq as the final arbiter of disarmament! It is my understanding that these positions are "rotating positions" based on alphabetical order, and they last for about a month or so. No big deal in terms of long/medium term effects!!
